feat!(pyproject.toml): upgrade python, pydantic and python-ulid

Browse source 
It sucks having to maintain your own fork just to have up-to-date
packages.

python^3.8      => python^3.9       (python-ulid^2 requires python^3.9)
pydantic^1      => pydantic^2
python-ulid^1   => python-ulid^2
